Issuance of a duplicate diploma
The procedure for issuing duplicates of documents on education and qualifications (diplomas of higher education, and (or) supplements to diplomas)
In accordance with Part 4 of Article 60 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”, the procedure for issuing duplicate documents on education, qualifications or training is established by the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the Ministry of Education and Science of Russia).By order of July 27, 2021 No. 670, the Russian Ministry of Education and Science approved the “Procedure for filling out, recording and issuing documents on higher education and qualifications, annexes to them and their duplicates” (hereinafter referred to as the Procedure for issuing documents and duplicates).
In what cases is a graduate issued a duplicate diploma and (or) supplement to it?
Clause 29 of the Procedure for issuing documents and duplicates provides for the issuance of a duplicate: * in case of loss or damage to the diploma and (or) annex to it, or loss or damage to the duplicate;* in case of detection of errors in the diploma and (or) annex to it or in a duplicate after receiving the specified document;* in case of change of surname and (or) first name and (or) patronymic of the diploma holder.
To whom can a duplicate of the diploma and (or) supplement to it be issued?
As stated in clause 6.2.The procedure for issuing documents and duplicates is issued on the basis of a personal application from the diploma holder within a month after the organization receives the specified application (sample application).The procedure for submitting such an application, as well as issuing a duplicate diploma, is regulated by clauses 6.1.-6.6.The procedure for issuing documents and duplicates.So, in accordance with clause 6.5.The procedure for issuing documents and duplicates, in the event of a change in the surname and (or) first name and (or) patronymic of the diploma holder, copies of documents confirming the corresponding changes must be attached to the application for the issuance of a duplicate (for example, copies of the “Certificate of change of name” or “Marriage Certificate”).According to clause 6.13.A duplicate of a diploma without an appendix is valid.However, a duplicate of the diploma supplement is invalid without a diploma or without a duplicate of the diploma.A duplicate of the diploma is issued to the diploma holder personally or to another person by virtue of a power of attorney certified in the prescribed manner.This is prescribed by clause 6.6.The procedure for issuing documents and duplicates.In addition, it is provided that, based on the application of the diploma holder, the corresponding duplicate can be sent to his address through public postal operators by registered mail with return receipt requested.
What are the rules for issuing a duplicate of a diploma and (or) annex to it?
The requirements for filling out duplicates are defined in clauses 6.7.-6.14.The procedure for issuing documents and duplicates.It has been established that entries are made in the duplicate in accordance with the documents available in the graduate’s personal file.If it is impossible to fill out a duplicate of the diploma supplement, a duplicate of the diploma is issued without an application to it.The duplicate is signed by the Rector of the University or the acting Rector of the University, or an official authorized by the Rector of the University (acting Rector).A copy of the issued duplicate, a power of attorney (if any), an application for the issuance of a duplicate, an application for sending a duplicate through public postal operators (if any) are stored in the personal file of the University graduate (clause 6.14. Procedure for issuing documents and duplicates).There is no fee for issuing duplicates of education and (or) qualification documents.
